16TH CENTURY

1583. Constitution of Elciego as a Town

The inhabitants of Elciego appointed a commission to represent them before the King in Madrid. Juan Sánchez Navarro de Ubago and Gregorio Velázquez were chosen. This started on 16th March 1583 and finished on 12th November. The process was concluded quickly thanks to the understanding of both parties and the need of the King to obtain money for his ongoing wars.

The King sent an emissary to Elciego to carry out the census. Each of the 275 local residents had to pay 11,250 maravedís, bringing a total of 3,093,750 maravedís.

After some changes, Felipe II granted Elciego its Privilege Charter on 12th November 1583. This separated it from the town of Laguardia, constituting a 'town for and by itself', providing it with its own jurisdiction and all the characteristics and instruments necessary for justice: 'pillory, gallows and stocks'.

This is the Transfer Charter which Felipe II handed over to Elciego Council, and which was collected in its name by Mr Vicente Ruiz de Ubago.
