The library was created in 1989 and has evolved through to its current state. The services it offers have grown and adapted to changing times. The library outgrew the building and was transferred to the so-called "Casa de los Maestros" at 26 Calle El Norte. It now has adult, children's and reference sections, all fully equipped, plus a computer room (Online room and Kzgunea centre).
It has a stock of 7860 volumes plus a reading section with 25 regular publications and the daily newspapers.
The number of users is 566, of which 479 are adults (over 13 years of age) and 87 are children (under 13).
51.7% of library users are from Elciego. Another 11% come from nearby towns.
It forms part of the National Basque Country Libraries System (SNBE) and is fully computerised. Its users form part of the reading network, meaning they can use their library ticket to access any of the public libraries which form part of the online catalogue at: www.euskadi.net/katalogobateratua.
This collective catalogue is permanently updated. Users can access the Web services by simply going to the website, entering their library ticket number and password, and then clicking on the My Library button.

It also has a Kzgunea and Online Classroom section with 12 computers connected to the Internet via ADSL, all of which have been installed with self-training programmes(typing skills, Word, Excel and Access applications, Operating System, etc).
The new Electronic Health Card, ONA, can now be applied for at the library or in the Kzgunea centre..
Opening times are from 10 a.m. to 1.30 p.m. and from 5 to 8 p.m. from Monday to Friday, and from 10.30 a.m. to 1.00 p.m. on Saturday.
